Maryland has one of the most structurally complex graduation frameworks in the country. Maryland requires

Six-Year Plan compliance (7 MSDE-required elements)

Each student's plan must document Components, Timeline, Access, Development, Approval, Annual Revision, and Coordination. AIB funding conditionality is tied to district-level progress.

Career-Connected Learning hour tracking (CCL 1 and CCL 2)

250-hour minimum per course, MSDE-approved work plan with employer e-signature, documented work artifacts, ERT audit trail.

CCR Standard (eleven pathway options)

Nine Demonstrating Readiness options plus two Initial Determination paths. Each requires different evidence: GPA, MCAP, AP scores, WorkKeys NCRC, IRC attainment, registered apprenticeship hours.

Industry-recognized credential tracking (45% by 2031)

GWDB CTE Committee IRC list. State-approved credentials tracked against Blueprint mandate. Perkins V 5S1 reporting.

Expert Review Team audit readiness

ERTs deployed annually at 10% of schools. Beginning July 1, 2025, ERT findings can withhold a portion of a district's annual funding increase.
